See how the tape is stuck inside and start to take it out the best you can. Once you get it out you may have to throw away the tape if it is messed up badly, if not wind it back up. Yes you can cut the tape, remove it and then go to radio shack or walmart electronics dept and get some special vhs repair tape.

It sounds like you are right . the button for power my be the one that is giving you trouble .. remove the cover and you will see plastic clips that hold the face plate on.. top and bottom. lift the clips and remove the face plate. make sure nothing is on the contact switch's and while holding the tape door open replace the faceplate, making sure to snap all the clips in place. If it is not on all the way it could hold down on one of the switches.

Yes with care. Simply remove the cover and with care unwrap the tape. If you must break the tape - but make sure all residual tape is cleanly removed. Re assemble and put a tape head cleaner through- following the instructions.
