Solenoid water valve needs rebuilding. These are usually a servoed valve where a small pintle is puled by the solenoid which the water pressure against a diaphram drops and opens the main valve seat. You can probably buy a new diaphram kit and save money over replacing the whole valve. Also there is a small filter screen where pipe connects to the valve. Back flush the filter. The pintle is a small needle that seats in a hole in the center of the valve diaphram. Any contamination can keep the pintle open and water running, or deterioation of the seat for the needle.
Hello
Ice may jam up in an ice dam and close off the chute. Shove the ice scoop up into the chute with a fair amount of force to break up the ice dam. Chunks of ice should fall into the bin, followed by a shower of ice cubes.

This is not the case. I have completely cleared the ice from molds allowed to dry out and tried again. We have not been about to use the ice machine for months. I just turned it back on yesterday and when through the entire cleaning recommendations and still the same thing. I have the user's manual and have read it.
Franklin chef ice maker fim70 finished running cleaning cycle. have cleaned plugs, lines, on rear and sprayer inside bin. water continues to run, ice forms on top (w/ frost). Ice never drops.
I have read the manual and cleaned ev'thing. This problem has prevented us from using the machine for months. I just decided to give it a good cleaning and try again.
