I am renting a house that has an old whirlpool stackable washer/dryer combo. The dryer doesn't heat up very much and it takes 3 hours to dry a small load. Landlord had a tech look at it and found nothing wrong. What temperature should a dryer run at to be efficient?

Under normal operating conditions, the hot air blown into a clothes dryer's tumbler reaches a temperature of about 175 degrees Celsius.
If its getting hot at all, the problem is with the amount of air that it is dispensing, maybe due to the fan not turning or the duct being plugged up.
Either way there is a problem that needs to be examined.

If your dryer is not drying like it once did or if you just have nottaken the time to give yourself a clean dryer in a long time then youneed to do that. At least once a year the dryer cleaning should takeplace. Lint build up in the dryer duct is one of the main causesfor your dryer to fail.

You will need to get 230v to allow the dryer to work if your service panel has 230 you will need to get a 30 amp two pole breaker and run 3 wire #8 in size. Then get the socket and plug for the dryer. The 110 in the model number simply means made by whirlpool and is a pretty good machine but requires 230 volts to dry with heat.

Dryer heats up but doesn't dry clothes take 3 hours after restarting 3 times to dry 3 articles of clothing.

It's not your heating element. Your venting system is clogged. Like mine was. You'll need to take care of this ASAP and from then on at least once a year. It is a fire hazard. Not only that if left this way It can kill your heating element.

Heating problem with stackable washer/dryer combo

check the duct work going out of the house if it is clogged the clothes wont dry. Birds love to build nest in a open dryer vent and if you have any bends lint will build up get these clean and it should get you drying again

your vent is stopped or the fan is not turning . most likely the vent under the house
