After a series of power outages and brown outs over the weekend, our system has lost all of the predialed #'s and only one phone in the whole office (10 phone) rings.

Sounds like the system defaulted programming.
Depending on the type of prostar 616 the only ringing station would be 1(or 21) with the porstar or 4(or 24) with the prostar plus.
To change the ringing on a prostar 816 you first need to be at a display set (doesn't matter what the extension number is).
with the handset down, enter #20 the screen should say MMC DISABLED
enter in 1 2 3 4 1 # (that enables programming)
enter in #62 the screen should say day ring assn
press the line you wish to program
press the buttons for the extensions that you wish to ring (the ones in the right next to the handset)
press # when finished with the line
repeat steps 2 through 5 for the remainder of the lines you wish to change
press # when finished.
To program system speed dial numbersyou need the customer programming enabled (see the first part of programing ringing)
press the ALM/SD button
dial the 2 digit speed dialcode 10-98
dial the telephone number to be stored in that speed dial bank
press ALM/SD to store the number

Wont Ring, Wont pick up another line, upgrading phone lines

You will have to do a little programming to accomplish this. I attached a website to this message that has all the Toshiba manuals. You will have to look at program number 16 for line access and 81 for ringing options. The code to get in program mode is *#*#1*2*3. Hope this helps.

Line 4 doesn't ring in coming call

The way 4 line phones work is that you need 4 lines on every jack that is connected to your phone.
You see the light probably because one of the phones has line conected and you see line appearance.

How to program a line to ring keysets

Not sure if I understand your question correctly, but I think I just learned how to do that on an electra professional. Memory block 4-1-1 lets you go through each of the internal extensions, and you can set each extension to ring when a call comes in from any/some/all of the outside lines.
to reach memory block 4-1-1, I used a multi line terminal connected to ports 1. Press fnc => hold => # => 0 => * => line key 4. Use the fcn(?) key to cycle through the internal ports, the line key buttons to map each of the 4 lines (presumably line keys 1 through 4 on your system).
As to where to get a manual, I am not sure, I have 3 thick binders... good luck
