Some time have passed, so maybe you've solved your problem. Opera is probably the best browser and absolutely the best one for windows 98 and ME, because all the others' last version for win 9x was years ago, while Operas last working version is a few months old.
My PC is 10 years old (702MHz, 379MB, HDD20GB) but still working adequately on the Millennium Edition. I don't want to upgrade OS or programs but was forced to find something better than IE6 to surf the web. Optimal for ME requirements is Opera. I downloaded the latest release 11.00 but it automatically detected that OS was obsolete and refused to install. The archived 10.63 installed and worked perfectly improving the look of my desktop and overall performance. I was getting to know the browser customizing the settings incrementally.
I experienced the same OUniAnsi.DLL ERROR as EVERYBODY who has Opera 10.63 on a Windows ME or older OS with the setting for automatic updates untouched, (default for automatic updates) eventually WILL HAVE: Opera didn't run, immediately blaming the missing OUniAnsi.DLL. The day before it worked perfectly and closed without problem. After research of forums I found a "quick fix" thanks to Grez7 on MyOperaForum:
Good news: I only opened the folder C:\WINDOWS\TEMP\CPROGRAM FILESOPERA\ containing three files. Deleted them. That's all! No uninstalling, no wiping all files, no copy of the DLL, no registryrestoring, I just restarted the PC.
Result: Opera opened as if nothing had happened, remembering the last session with all tabs, zoom, notes and settings in perfect order!
The upgrade to 11.00 occurred without my knowing when Opera was off. I believed updates only would be for 10.63 since 11.00 is uninstallable. I was wrong! Don't leave the setting on default! (Ctrl+F12, AdvancedTab, Security,'Do Not Check for Updates') I didn't know about KernelEx, but it seems to be a good idea: http://sourceforge.net/projects/kernelex/files/KernelEx/4.5%20Final/KernelEx-4.5-Final.exe/download
Apart from time to open/start I'm very pleased with Opera performance on Windows ME! With "Turbo" enabled it loads the text immediately and all the heavy flash and scripting loads later if you want it to. Sites that crashes IE6 and is too heavy for slow cpu:s is rendered in Opera. You control ads and cookies and have fantastic shortcut keys and mousegestures, zoom and lots and lots of features...
