Let's do some trouble shooting to eliminate various possibilities:
Can you find the shut off valves behind the Washing Machine?
Next time, when you are done with a load of wash, and won't be using it for awhile, SHUT OFF both the Hot and the Cold water valves (See the long black hoses going from the valves , into the machine?
(I suggest taping a small sign on the Washing Machine lid-- So you will remember to open the valves before you do your next load of wash!-- A Washing machine has a hard time washing, with the water valves shut off! :-) )
Did that stop the water in the machine bowl?
If that worked-- Then next time-- just shut off the HOT water valve-- see if it still stops the water in the bottom---
Then try the Cold Water valve-- Manually shutting off one valve each time..)
Now you may have learned WHICH of the Solenoid valve in the machine is leaking...

Open the front door and load the clothing into the washing machine. Check the owner's manual for the maximum load size. Overloading the washing machine may interfere with its ability to spin the clothes and rinse them clean.
