Blockage in the hose sounds like the culprit remove the hose and inspect, push a broom stick through it while off and push a open coat hanger through the canal where the hose connects, if not the filter must be blocked

Dirt devil turbo clean sd40060 Cyclonic vacuum. Was given it as a present. Floor tool won't spin. Checked everything! Belt, for hair through out. All ok. Why isn't it working?

You should find a large button or flap on the floor tool. This is usually spring loaded and needs to be OUT. This should then let air in to drive the turbine which drives the spinner.

Vacuum is clogged

Without specifics of Model, I can't tell you how. There are no clog ports in Dirt Devil vacuums. Usually a hose has to be removed to unclog.

From the looks of the manual it's just for flat floor surfaces (vinyl, lino, tiles, etc).

Even though the brush is spinning, you probably need to replace the belt2_bing.gif because it is stretched. It is probably slipping on the beater bar. This is normal and you shouldn't be alarmed. There is nothing wrong with your vacuum. :-)

Can't figure out how to open the canaster to take the dirt out

Above the clear bin (canister) is the cyclone, and on top of that there's a handle. The whole bin-plus-cyclone assembly is released from the rest of the machine by grasping the handle and releasing the button that is on top of the handle where your thumb naturally falls. The trigger on the underside of the same handle releases the base of the bin (on a hinge) so the waste falls out.
You need to be careful not to squeeze that trigger until the bin is wherever you want to get rid of the waste, or else you'll end up with it all back on the floor!
You can empty the waste directly into a trash can, or enclose the bin in a plastic waste bag before releasing the waste.  After, make sure the base is properly re-secured before re-fitting the bin to the machine.  You can wipe the outside of the bin with a damp cloth.  If you wipe the inside (not necessary, but sometimes nice) make sure it is completely dry before closing the base.
