your keyboard membrane is needing cleaned with IPA you must have spilled coke or pepsi or somthing conductive on its membrane so i would just look to replace it you need to perhaps replace some capacitors in the controller board section {mpu for it} i think dry caps cause this esp low value ones around the mpu
the switch for low and high power the contacts are gone or you need to check the DC voltage to the output section and the voltage drop on TX usually the likes of the cobra 148GTLDX has a bridge board you can remove and add some LCD DVM for current monitors and setting of bias etc so perhaps a regulator has failed or a resistor or the contacts on the switch you need to trace it out using current readings
O the front you should have a dim switch its on of 4 up & down switches ? if not check on the back ? was it bought as a new cb or was it 2nd hand as the dimmer switch may of been used for something else
turn the rf gain all the way uphave your pa fm am knob on am your band knob on your desired band hi rf power band hi or low depending on wich ever u want to uss
