This occurs because the WinFax Service (wfxsvc.exe) is causing this message. You'll need to disable the service in Vista. However, that will eliminate that error but you'll soon find that you can't send faxes out of VISTA. if you only want to send quick cover pages and designed cover pages, it will work....but only those types of pages. As far as i know, win fax is not compatible with Vista.
Its better to uninstall the program.
Also if you want to install the software my recommendation is :
After weeks of investigation I found a software that does the same & more functions than the win fax so i downloaded the free version of Active-Fax.
Especially if you have ISDN modem, as I do, this software is far better.

To start the installation of ActFax, run the setup program from the download area (file actfax_setup_en.exe).
When running the installation from a CD-ROM, the setup is automatically started when you insert the CD.
To install the trial version of ActFax, enter the license key 00000-00000 in the setup.
The trial version has no limitations and all functions are available (a small demoversion watermark is printed at the end of each fax page in that case then).
And the best of everything is that when you customize the software and you want to keep the settings in case you want to format your drive or install it on another computer, you copy all files of C:\Program Files\ActiveFax to the same location in your new computer and reinstall.
All your settings and faxes are preserved.
