The green light flashing is a fault code, usually for a no, or long fill situation, GE has nixed this electronic ice maker and returned to one that looks similar but is non electronic, while your ice maker is probably at fault you may actually have a separate issue causing the ice maker to display a fault code, such as a spent water filter, or low water pressure, or even a bad water valve on the fridge it's self. Try replacing the Water Valve. It is located in the back of the refrigerater, left side. You should see three tubes connected to it. This part fixes the following symptoms - Leaking water, Water dispenser will not dispense water, Ice maker will not make ice and Ice maker won't dispense ice. GE part#WR57X10032. The Water Valve is extreemly easy to replace. Only takes about 15 mins total time to remove, install and confirm. I just replaced mines..my problem went from leaking water to no water was dispensing at all. I have the GE Profile, it uses the same water valve as your GE Monogram. There is a You Tub video that also shows how to replace. Good Luck!
Have you checked your water valve? I dont have your model number but you could have what you call a double water valve and one side of it may be out, alternately you may need to change your water filter if you havent done that yet. I have seen were the water stops dispensing first and then stops making ice. have you changed the filter lately? If not change it then if that doesnt work check water inlet valve...
If this refrigerator has a Energy Saver mode, turn it on.
Then, check the door gasket for the refrigerator to make sure it's not leaking. Test by placing a crisp dollar bill on the door jamb with the door open, close the door, and you should feel resistance to pulling the dollar out.
