Did you replace the gasket (item 15 on the linked document) when replacing tank and lines, if you didn't and the old one has been torn it could be sucking in air, also the 4 carb mount screws need to be of equal tightness

I am guessing that you took the top cover plate loose to replace the
fuel tank, you may have an air leak between this plate and the
crankcase. This could cause a problem like the one you describe,
although it could also be the carburetor causing this problem.
Assuming that is was running ok prior to replacing the fuel tank, I
would have to think there is a good possiblilty of an air leak.

I have this drawing does not show where each gas lines connect on both ends I think I have them on wrong.
i have drawings does not show where both ends of lines connect have done screws and gasket
