checked the vedeo section of the main PCB of the unit, maybe some defective parts, try to look the back of the picture tube if theres a light, if none, cheke also the horizontal section, especially the flyback transformer

You don't have to buy a new tv, it is a fairly simple problem, your vertical ic is blown, and it could be the powersupply to the vertical ic also. To verify, slightly increase the screen voltage, and a horizontal line will appear on the screen, if the voltages is okay, change the ic, but first try resoldering the ic pins. Good luck
crt beam current too high causing shutdown as you know. Check cathode voltage of each cathode, normal levels depend on picture is around 130-150V. Missing 200V to crt board. Screen voltage problem normal 300-500V. Flyback or bad crt. ABL circuit problem. Jungle IC.
It's a long shot, but you could try unplugging the set for about a minute. Philips is among my least favorite sets to repair, and with it being a 25" model it probably wouldn't be worth taking to a repair shop if the power interruption doesn't reset it.
Flyback lines? Is the picture all white with no brightness control with faint horizontal faint lines? If this is what you are saying, the screen voltage could be bad, and if thats the case, the picture tube or the flyback itself could be bad. You could also have a bad connection on the crt socket
