I'm not too sure, but if you haven't tried already, then connect the controller to the console via the USB lead, then with the x4 small lights flashing press the round (glass-like) `P` button between the Start and Select.

No unless they have it already as a language that you can play it as. Other than that, if the game is not programmed with English already in, then the best thing you can do is get a dictionary or someone who can read japanese.
The games are made for different region formats, so what works in Japan doesn't always translate (hardware-wise) that it will in the North America.
