I have this same problem. Its not an issue of permissions as neither my user who has Administrator rights locally and my domain admin account get the same message. I also tried deleting the GoToMeeting folder outright and still get the same error. (although it does re-create the folder for me)
This directly from a Citrix support tech. Seemed to work for our situation:
The issue seems to be related to a Windows Security Update. Our engineers are working on this.
Can I get you to ask your client to try the following:
After clicking the link to join your meeting.
Select the option to manually download the software and save the executable somewhere you can find it easily. Most people prefer to save the file to their desktop.
Next, right click on the icon and select “Run As…”
Finally, DESELECT the option to “Protect my computer from unauthorized program activity.”
And select OK.
You should be able to connect into the meeting.
You can also try joining the meeting through a different browser such as firefox.
I see that you are having issues with GoToMeeting.

I had this same problem. I finally got it to install by saving the install exe to the following folder in my documents & settings directory: Local Settings/Temp/Citrix/GoToMeeting/320. I then ran the install from that folder and it installed successfully.
Goto meeting by default installs at %Program Files%\Citrix\GoToMeeting

The install folder doesn't actually matter, you just need to select one and remember it. Preferably one that hasn't been used before - create one yourself and name it something that is easy to remember. For example you could create a new folder in the Citrix one, name it Meeting and install to it.

gotomeeting.com->Login->re-install software->g2m_download.exe file; Make sure that you save this file on a folder in your hard disk , typically your desktop , you can use the save as option to help you download it.Then you need to right click on this file on your desktop, select RUN AS option and then deselect the choice in the select box which says , "protect my computer from unauthorized program activity" and the installation should go fine and problem resolved.
