As the title describes, I get a "busy" display when trying follow through on a picture in all modes execept non-flash mode (all the way on the bottom of the dial when turned clockwise). When I turn it on, select a mode and press the shutter button halfway to prep to take a picture, the flash opens up, I get autofocus and then I push the shutter button fully and I get a "busy" display. After awhile, it turns to 'err 99' display. What's your take on this?

The "Busy" code will be on when the camera trys to use a flash and waiting for its charging action. Upon completion of charging the mechanism returns a signal to the camera to fire the shutter.
That means now your camera has something wrong on the flash unit and the camera waits for some certain time frame to finally determine it cannot complete a photo-taking command.
An "ERR 99" denotes that this kind of error has not been encorded explicitly and needs investigation services.

bad memory card most likely.
try reformatting card in camera.
try battery out for 10 seconds for full reset if that does not work.
may have a problem writing to card.
you can also try another card. cf i believe on that camera.
