Is this an LG brand? I would need to know the brand to be exact with my answer, but usually it means the dishwasher has no back pressure to allow it disperse the water properly, this could be due to a leak in the drain hose or a leak in the door seal somewhere, or it could also be its drain hose is obstructed or incorrectly fitted or also a small leak, or it is possibly blocked with unused detergent & debris, but without more appliance details I'm so sorry I can't assist you further, but I would truly like to help you further if I could have more info ie model/make/serial number & age of appliance, I do hope this is of some assistance to you? E1 is a common error in the LG Dishwasher range and is usually caused by the failure of the circulation pump and/or the impeller.
The motor and impeller are a complete unit.
Often what happens is the impeller breaks on the motor shaft and doesn't spin, therefore doesn't pump water.
There is a pressure sensor which indicates the lack of pressure and shuts the machine down with the E1 error being displayed.
The lack of pressure can also be from a water leak (as the owners manual suggests) also a controller PCB fault may produce an E1 error, however, the pump problem is extremely common.
Unfortunately, I have had 5 pumps die in 4 years and my dishwasher is only used about 4 times a week.

there is water in the base of the macine. lean it over to the side to get all of the water out then try again.

Please check at both ends of the drain hose and confirm that you do nit have a leak. Also, please confirm that water is not leaking directly under the dishwasher.
If you are certain that you do not have a real leak, check the impeller (under the mesh filter in the sump area beneath the lower dish rack) is not damaged and is firmly in place.
The E1 error code is a Leakage Error, detected by the motor spinning faster than it should if the unit is filled with water.

we have a howdens dishwasher model number hja8630, which is full of water which hasnt drained . i have ladled it out checked filters are unblocked but it still fails to start. it does a click click sound and then nothing . only 18 months old and only ever used twice a week

Try removing all dish trays and salt softner lid, check if the salt softner compartment is full of water, if so place the machine on its side and allow all the water to drain from the compartment, once this is done your machine should be good to go. This is how i resolved my problem. The salt softner is located next to the water drain filter.
