You simply need to download the Power Saver utility and reinstall it. You can find it on Toshiba's support site:

HI there,
The "Error" texts saying:
PXE-E61: Media test failure, check cable
PXE-MOF: Exiting Intel Boot Agent.
Are completely normal. This simply states that there is no external cables plugged into the specialty inputs on your toshiba laptop.

The "operating system not found" is stating that your existing hard drive is either A) dead or B) been erased.

Try to re-install your operating system, if it finds no hard drive, you'll need a new one!

My Toshiba Satellite Laptop M105-s3004 Crash and fan not running

Because the fan doesn't work, your laptop is overheating and going into thermal shutdown. have the fan replaced and the area where it is screwed to cleaned as it harbours dust over time preventing adequate cooling.

Toshiba Satellite M105-S3004 says no operating system found. tried to insert restore disc but it runs for about 20 seconds then turns off.

it sounds like your HDD has suffered a critical error. Go here and download this torrent. This will need to be burned to a disk. now it comes with FreeDos installed. Put the disk in the drive and bootup. use option 5 to repair your HDD. after this finishes try booting your system up.

Toshiba satellite pro l40 boot up problem

If you run a repair with the recovery disc you won't lose any info. The only time you'll lose the info is if you run a complete reload. Run the system disc until it gets to the point of finding installed operating systems, at this point instead of deleting the partition, press R and it will reinstall the operating system files only leaving other installed files and programs intact. Keep in mind that many times when this happens, it's a hard drive failure. If it is a hard drive failure, then you will have to replace the hard drive and you will lose the info, sorry.

Toshiba Power Saver

It sounds like the built in powersaver utility is crashing. Assuming you can log into the OS after the error, go to Control Panel - Power Options and change to some other (or none at all) setting. And/or uninstall the application completely.

If you can not even get into windows you could try changing the power settings within to bios to disable power saving at all, and that might allow you to boot properly and then turn off/uninstall as described above.
