I hav Samsung P30 Laptop with a Toshiba DVD rom , the Rom is not working Properly , It reads sum DVD s and for other DVD s it Shows MSG like " Windows cant read the disk how to solve the Problem

first you insetr the cd in cd rom
then from other video editor or video converter software conver your video to mpeg or wmv formate then check the video

or check the cd rom reads other dvd or not

take the error literally - check the cable/connection, make sure it is properly connected - if possible replace the cable

dvd burners or rom drive have 2 lens inside, one for DVD read, the other for cd read. I see it often where one fails out in the drive but the other works. With one working fine and the other not, I would replace the drive. If still under warranty send it to manufacturer. If not do a search on Ebay for a replacement drive, or get a local laptop repair shop to do it for you.

Download new driver files of pioneer dvd drive fron internet.

check the copyright settings on it, most dvd's have that so people don't bootleg it and re-sell it, check to see if there is any scratches on it, check for dirt, or take it to customer support and get a new one

do you have the software installed to watch movies ? and check dvd for scratches , and check lenses and everything on DVD-Rom

It might be an operating system problem, something in the registry.
If you use windows, update to the last service pack to fix the registry, and install the DVD driver before mounting it
if you use vista try to download the driver before installing the DVD. Still many devices does not work with vista.
