TV cuts on and off then blinks 3 times slow and 1 time fast. "Flash Light Test" shows no image or menu on screen. No sound that i know of. LEDs not lighting up. This condition came on suddenly with no pre-cursor or warning. One day the TV worked the next it did not. It IS on a surge protector. I have already replace the Power Board and the T-Con board with no luck. I really don't want to spend another $100 on the Main Board if it isn't the problem. Any info would be greatly appreciated.

Yes! judging by all the cascade break downs, I would suggest replacing the motherboard, HP has a history with motherboard issues.

check if their is a signal on voltages around 3.3v at the inverter board if none their is a problem in the board which is in the processor.
Refer its user manual for more details. It will have the default reset code.
