Make sure your shifter cable isn't out of adjustment . It must be in true neutral position on the engine and not advanced out of position. All boats have a safety feature that either cuts power to the starter or the spark plug and fuel pump. There are is a little adjustment room on either end of the cable . If you are in sure disconnect the cable at the engine and move the leaver on the engine to neutral . Then try and start up. The other issue that is over looked is a bad kill switch on the shifter or a corroded and or loose battery wire at the battery or at the engine.

sounds like the ground wire in the control box where your key switch is located is broken are disconnected. check the wiring harness plugs if it is unpluged are not pluged tight it will not shut off

not enough information on the motor. what year and model? but all yamaha outboards are shut down by the C.D.I. being grounded by the key switch or the emergency kill switch. the cheapest thing to test or replace is the key switch and the emergency kill. with more info on engine I can help you further.
