Purchased our76C in Jan, 2007. It is our second unit now that has had the same symptoms. When the unit starts up, the Power light is steady green as normal for a few minutes, but no image is projected. After a few minutes the lights do as you described. Both times Epson support authorized a new unit to be shipped out immediately. They said they had no known issues about it and didn't indicate what was causing the problem. Apparently it is not just the lamp wither. Also, the lamps both had under 20 hours on them.

All you should need to do is go to the menu on the
projector, and find the Filter Timer. Hit the right arrow to select the filter
time, and then hold the rest button on the projector until you are prompted to
confirm the reset. Hit menu to confirm and it should now reset the filter
timer. Now cut the projector off and back on and the lights should stop
blinking. I hope this helps.

There seems to be problem in your power supply. Look for any swollen capacitor --- generally 3300uf, 10V. Be careful about the polarity of the capacitor before you take it out. Check the capacitor to make sure how it's mounted ( for polarity purpose). Negative side of capacitor will be toward the outside of pc board. Substituting 2200uf, 16V capacitor for 3300uf, 10V will work ok.

it might be dusty enough to hold in the heat. it needs a good cleaning. use canned air. if you still have an issue, the fans might be running too slow or the thermister (temp sensor) may be faulty. sometimes if it gets too hot in there, the thermister needs to be replaced, too.

you have an internal error. check to see if one of the fans is not working. if they all are, could be ballast or main board.
