These valves do get stuck. They energize for cool and in the dead postion they heat. Your valve is stuck or not energized. Can you here it click or try to energize. If you dont hee the click you do not have voltage to the valve. The valve is powered thru the defrost board. So that might be your problem. If you have voltmeter. Take the two wires off the valve and turnit on cool you should get 24 volts. If you have 24 volts the valve is bad. If you do have voltage to the valve tap the valve while energized and sometimes this will loosen them up. If the board or valve is bad you will have to call a service tech. This could be due to a freon leak or the condenser unit needs cleaning also the evaporator in the attic should also be cleaned and inspected. If cold sweat is not seen outside on the large line going into the outside unit I believe you may have a freon leak. Sea Breeze

The most common cause of icing in these category of units is a dirty air filter or partiallly dirty condensing or evaporator coil. If the unit is over 5 years old or has been operating in a dusty environment or hasn't had much service, then also check the blower for dirty blades.
The evaporator coil is on the inside and has the filter in front of it. The condenser coil is on the outside and has no filter. It too requires periodic cleaning.
The unit will need to be partially disassembled and the coils cleaned with a stiff brush to remove any build up if they are dirty. That goes for the blower fan too. Look through the side of the casing through the vent louvers to inspect the outdoor coil. Be careful not to bend fins on the coil if possible if the coil(s) need cleaning.

The fan needs to be cleaned and lubbed. If this cannot be done then replace the fan.
