I would say the head or block is warped. Use Majic Marker to cover the mating surfaces , the head can be rubbed on a flat surface like a cast iron table saw to find the high spots, or the head can be rubbed on the block.
Careful work with a good flat file will remove the high spots.
The torque value sounds low even for an aluminum block, you could check with a small engine shop to get their opinion.

There are many possibilities. Bad fuel or oil ratio could have fouled plugs. Tank problems. Bad coil. Water pump failure. Check throttle under hood. You can test ignition by grounding plug wires and pulling engine over and see if spark jumps. Dead mans switch fell out?

Sounds like and injector problem to me. If it was a 2 stroke I'd tell you to pull the carbs and clean them ,but EFI is a whole different story. Most certaintly a fuel problem, most likely injector related, you'll most likely need to go see a marine mechanic with the proper equipment to analyze, rather than start replacing parts you may not need.

If you have paid someone to do the work, take it back.
If the motor was cleaned during repair the fuel pump may be bad from the solvent. If it was just a case of low rpm it could be timing or adjustments, but to kill the engine sounds like fuel starvation or water in the head from a leaking head gasket. Check your sparkplugs and see if they look normal.
