That sounds like a warranty issue. Possibly you could contact their headquarter rather than the retail outlet to request refund or replacement for free.

What fuel do I put into a Vantage 3.5 Tecumseh lawn mower?

If it has a place to add oil to the crank case, either a dip stick, or a filler opening at the bottom of the engine, then you just use regular gas. Be sure to verify that there is oil in the crank case before running it this way.

Canadian tire says tests fine. bought new battery,

open hood and check pcm wiring harness its located in the left back end of the engine compartment looking at it from the front of the vehicle. the wiring tends to become very loose
