You didn't mention what make motor?
If its been sitting for a long time, the fuel has gone off the carburettor, they'll need to be stripped down and cleaned, the small orifices gum up.look up on YouTube how to clean them.

sounds like a short on starter solenoid

Check Battery, Battery switch, kill switch, check all wiring connections for loose connection. Check starter and selenoid.

Check the battery, Cable connections on engine and battery, kill switch and ignition switch as well as battery switch if you have one.

Do you have 12 volts at the battery cable post on the starter ?

Try this sequence. Pump up the fuel bulb until it gets hard. There should be something equvilent to a fast idle setting, then hold in the primer(electric choke) and finally turn the key and crank. When it tries to start go easy on the electric choke. You may want to see if the electric choke moves freely.

To Reprogram A Single Button

1. Press & hold the desired universal transceiver button. Do not release the button until Step 4 has been completed.
2. When the dot(s) under the HomeLink icon being to flash slowly (after 20 seconds), position the hand-held transmitter 1-3" away from the universal transceiver surface.
3. Press & hold the hand held transmitter button.
4. The universal transceiver light will flash, first slowly and then rapidly. When the indicator light begins to flash rapidly, release both buttons.

The previous programming for the button has now been erased and a new device has been programmed to the button.

Repeat for any other buttons you want to do for other devices.
