The watch is a chronograph. If the time hands are not working, minutes and hours, you probably need a new battery. If they are working and it is the chronograph(stopwatch) hands you can't get going then you need to push the buttons that control the chronograph.
The Banks has three different batteries in it for each dial. The second hand battery died on it. I had the same problem and just went to a watch store and they replaced the battery for me.
Pull the stem all the way out...like your setting the date. Then hit
the upper button and that will move the hand 1 second at a time until
it gets here you want.
