I would start out by removing the spark plug and make sure the float needle in the carb did not let the gas tank drain into the cylinder and hydro lock it. With plug out see if it will turn over by hand. On another thought if the battery is low on voltage it will turn the starter enough to send the gear up but not turn the engine,
I had a similar problem with my car. It turned out to be the starter motor was sticking. Put in gear and rocked it back and forward to move the pistons. Tried again to start and it worked. Eventually had to replace the starter.
I know yours isn't a car, but might be worth seeing if that works.

try taking an insulated screw driver and jumping across both terminals on the solenoid, if the engine turns over, the solenoid is bad and will need to be replaced

You either have a bad starter, or the voltage getting to the starter is not sufficient to engage it.

There is a "tension"spring that hooks to the tension pulley and to the mower deck frame that kept coming loose wich resulted in slinging the belt off almost every time,I used bailing wire to keep the spring in place and it worked.any other questions contact me at dgideon72@yahoo .com

Make sure the fuse link found in back of instruments did not blow, if so replace and solve problem . But because you also have a starter that clicks I advise you to disconect the negative cable from battery and clean copper with wirebrush, then remove other end and do the same. secondly repeat that with posotive side too. lastly disconect the key switch from its cables, if possible clean contacts and if not just plug them right in again and you should solve the problem.

Just had this very same problem on my mower and I found the ground wire on the engine coming from the ignition switch was loose.
