Its most likely clogged with cotton fibres underneath the needle plate and the bobbin. Give it a good clean out.
You need to unlock the latches on either side of the water basin.
If they rusted or froze into place you may have to break them.
There are two latches on either side of the water basin.
Possibly got wet. Or.. Carbon brushes are more than likely done or froze up. Motor assembly is inexpensive and the whole thing is replaced most cases. Less expensive than a new one for sure.

f your motor got too hot there is a motorguard switch on there and it has to cool down before it will come back on.check under the vacuum and see if you can turn the brush roller by hand,unplug first.if it turns real freely then the belt is broke.if you can't turn it at all then the brush roller is either jammed or the bearings on the brush roller are froze up.and if thats the case, that will cause your motor to overheat and shut down.if the brush roller and belt are ok then the brushes on the motor might be going bad.... http://www.wikihow.com/Fix-a-Vacuum-Cleaner

3 things may be wrong. 1 - brush motor burned up or disconnected. 2 - belt damaged, stretched or missing cogs on belt. 3 - belt is turning but brush roller is not turning due to bearings froze. In all 3 of these cases, the vacuum should be taken in to a repair shop.
Check for a clog in the hose or the dirt inlet by the brush roll. When there is a blockage, the thermo protector will shut the motor off to protect it. That protector could be bad, or a problem with the motor. Is the brush roll turning freely and or is it froze up and won't move.
Is this a Savvy? If so your problem may be in the handle switch asm or one of the circuit boards. The switch is really a problem, but they have come out a hopefully a better one. If it is the motor, take it aprt, you can check it with an ohm-meter to see if you have reading or if it shows an open. If it isn't froze up, and has an electrical burn smell, then the field of the motor is bad.
