how was this set (you or , sellers)?
did you buy PC used with this set?
call the seller, and you ask them what it is?
call dell on the phone yet, and ask, it is there DESIGN
and their rules, newer PCs for sure with TPM chips are very hard to reset if at all.

Each Dell Inspiron has a master password that clears the BIOS password. Call Dell Technical Support at (800)624-9896 to get this number.

Dell Technical Support will request the Service Tag and Express Service Code from the bottom of the Inspiron.

If the current user is not the original Inspiron owner, Dell will transfer the used Inspiron's registration from the original owner with only the Service Tag and Express Service Code from the tag on the laptop.

Take out the HD and ask a friend to look for "Password Remover" DL it. Connect the HD via USB cable and run the software, when asked what you want to do with it, click Remove password. But if is it's in the BIOS, take it to a repaire shop or remove the BIOS battery for 24 hrs, this somethings works.

usually the bios password is 0000 by default

f10/ bootoptions/ bootorder maybe

u have 2 options,,
1. try and find the bios updates, then upgrade the bios,, it will turn on..
2. this option is little risky,,, but i sure it will fix your problum, Open the skrews with care, and when u open it, then u will find a "Litium Battery" inside it, take off it and again after 2 or 3 minuits put it at the same side and position.

You need to contact Dell Technical Support because only the guys from Texas has access to the BIOS password
