Can a acer c720 be set up without the internet?

try using the fn key with the f9 key press the fn and keep it pressed while you press the f9 key.

If the powerwash button is not appearing it may be because you need to update the operating system. Please connect it to the internet and let it check for updates. If this doesn't work then go ahead and reset all Browser settings. this should cause the powerwassh button to appear.
