If it is a Wi-Fi only iPad, you will not be able to use it on AT&T's (or anybody's) cellular network (or sim card). The closest thing you could do is 1) add "hot spot" service to your current smartphone or 2) buy a portable hotspot from AT&T (or another carrier). Option 1 is probably cheaper than paying for service for an iPad anyway.

My sim card not installed

It may be a case of wrong cutting of the micro sim. Since the iPad uses a microsim, you haveto make sure that the sim card is cut perfectly. Do not use a pair of scissors, you have to cut it specifically using a micro sim cutter. Or you can check if the placement of the sim card is correct. Sometimes, the card seems to get loose thus making it unreadable by the iPad.
