Your iPad is in restore mode. If you boot the device while holding the home button, it will boot into restore mode for a clean firmware install or a restore from backup.
you can either hard reset the device by holding the sleep/wake and home buttons down simultaneously for 8 seconds, tether it to a computer and complete the restore, or just leave it alone for about 20 minutes and the restore timeout wll kick it back into normal operation as long as there is a good firmware install present
