Has your scooter been sitting idle for several weeks, or has it been connected to the charger 24 hours a days for a long time? If so, the batteries may have become damaged and will give you enough power to turn the controller on but not enough to make the motors run.
If the lights come on and are steady, the manual brake levers are in the drive position and the chair still will not move, I recommend replacing the batteries. If anything else were wrong, either the lights would flash or not come on at all.

make sure the motors are not disengaged, turn off chair, can you move it by pushing it? if so lock the wheels and try again. next is the controller in lockout. press and hold the on button till it beeps push joystick forward til it beeps pull it back til it beeps turn off try again. you can call 1-800-800-8586 for tech support
Used to service those things before I retired. If I remember correctly, a "3" flash indicates a brake problem. Make sure brake is engaged on both sides. You can also call Pride Healthcare at 1-800-800-8586.
