Canon T3 flash flutters and does not take pictures help!

The 'fluttering' is a pre flash used to help the camera focus in low light. The internal flash isn't a powerful flash and is usually only good enough for subjects up to about 2m away in reasonable light also to light a subject that is back lit. Try putting the camera in manual mode (M) 1/60sec on f5.6 flash popped up review it and make adjustments accordingly i.e. open up or shut down the aperture as the flash usually syncs at 1/60

Picture flutters

If this is a projection TV and it shrinks and expands its a common issue with certain Philips TV sets. Sites like www.TvRepairKits.com have the kits to fix this.

Picture flutter

As I indicated (I think) in another string, this sounds more like bad connections than anything else. Try resoldering the pins on the convergence ICs. Let me know if that does not resolve the problem.

Sony KV 20S40 20" tv flutters, reduces in size and then shuts off

The set most probably has cracked solder joints in one of the deflection circuits, which is pretty common. The picture tube and major components are fine. A good tech can quickly resolder the main board and that should not cost too much. If your set came into my shop I would charge about $50 but ask around, the shops in your area will vary.

Mitsubishi VS-60705 - picture flutters vertically and horizontally

This sounds like one of the 9 volt regulators on the small signal board is going bad, supplying less than 8 volts. I have seen this is several of those sets. The IC needs to be replaced and if you do not have experience in servicing projection TV's then I suggest letting a qualified tech handle it for you.

Fluttering

I've worked on a few of these sets and have found C2P08 to cause something like rolling bars in the picture and have found C2P05 to cause lines jumping in the picture.
