the upper element only comes on when you broil or clean with selfcleaner. the bottom comes on when you are baking, it sounds like your bottom element is bad.

IF IT IS STILL UNDER WARRENTY DON"T TOUCH IT CALL THEM BACK , MAYTAG HAS MANY PROBLEMS BUT THEY ARE GOOD AT REPLACING UNITSTHATHAVE PROBLEMS , PLEASE LET ME KNOE WHAT HAPPENS IF YOU NEED ME TO CALL THEM GIVE ME THE INFO AND I WILL DO THIS BUT SHOULD BE OK

The ignitor is not working right and is going bad....
have the repair man replace the ignitor, or DIY....
