First check the disc doesn't have dirt, finger prints or is very badly scratched. If it happens on all discs you will need a lens cleaner disc. If that doesn't work then it could be damage to the lens or a fault on the unit.
The laser diodes which read the disc weaken over time and the lens can become dirty. Remove the case and you will see the 4mm dia. lens on the assembly rise up to read the disc when inserted. Eject the disc and lightly wipe the lens clean with a cellulose acetate Q tip or head cleaning cloth with just a small amount of disc/optic/lens cleaner. Try playing the DVD. If it will not read any discs then the laser diodes are to weak to read or there is a malfunction in the digital signal processing board. Unless it is under warranty, you will need another unit.
your dvd head (lens) is bad
(1) it needs to be cleaned by a special fluid puted in the cleaning disc or
(2)it needs to be adjusted because it lit vey low illumination (light) during detecting the details of the disc. and this need a qualified technician ot adjust the variable resistor port attached in the lens assembly unit.
Bad Cdrom/dvd The laser going bad is a pretty common issue with the drives, since it's a Hitachi that spindle motor could be all gunked up with dirt as well and cause that issue also.
if ya have a Hitachi, if it's a Samsung it could just be the laser. http://www.llamma.com/xbox/Repairs/xbox_dvd_repair.htm
