If its a thicker gauge cable, it will probably be ok(I'm assuming your talking about the power cord on the chair). However, after rolling over the cable for a lengthy amount of time it will damage it.
Lift the lever to turn seat and locate the release point. I think the seat is facing to the left of the scooter, then lift off. If not check for lock screw.

the cord that is missing is most likely a auxillary audio cord. you can buy one at most stores that sell electronics. it looks like the end of a headphone but with the exposed jack on both ends.
You will need tie downs to the power chair. It is a metal piece the fits over the chair post and sits under the seat and had two metal loops to hook on to. The Hoveround field technician will install it for you.You need to order the tie downs from Hoveround, your insurance will most likely NOT cover the cost.
