This is caused by a broken recoil spring. It can be replaced (or sometimes repaired) but it can be a dangerous and dirty job. The spring is cheap, so get a quote from a local shop for repairs.

Replacing any starter cord is usually a matter of removing the pull start assembly, pulling the cord until it is completely unwound, block the reel so it cannot retract, remove the old cord, (remember EXACTLY how it was connected), install a new cord, unblock the reel so it can retract, re-install the assembly.
It may be necessary to remove covers or engine shrouds to get to the pull start assembly. That's part of the fun of "do-it-yourself".

Possibly a broken wire. It is common for the flexible cable to break at the 3 pin plug end from constantly pulling the cord / plug out of the socket or if its a retractible cord, they get broken where the cord enters the machine rewinder. this happens when the cord is pulled out to its maximum length all the time and eventually cuts through the cord. I would try a new 3 pin plug first.
After pulling the screen down to the desire length, The mechanism will lock itself once you stop pulling.
To retract it, you need to pull the cord down again and allow the screen to retract on its own. The screen will retract rapidly at first but will slow down to a gentle stop when it reaches the case.
You will probably have to replace the cord winding mechanism. I have never had any luck trying to repair one. Cord retracters are great when they work but it seems like they always go bad before too long. On many units you can't even replace the cord if you get a bad spot in it, you have to buy a new cord reel which can get expensive.
Take off the whole assembly, find and replace the spring, manuually wind up the reel until it is loaded with tension in the direction that will retract the cord. THEN put new cord in through the feedhole then the assembly, then tie a small figure eight knot at the very end of the pull cord, pull it tight so it stays in its recess and then let the cord retract by releasing the tension. - you now have a fully charged retractor assembly. put it on tightly with the three 10mm bolts, reattach the plastic cover and git mowin.
Have to take all 3 plastic covers (housings) off to get to the spring and tie the new pull rope or change the spring. Just did mine, spring just unlatched and string wouldn't retract. Did not have to by any new parts....works great! Took me 1 hour to get it done.
The spring is either broken or the catch on the end of it isn't seated, this is a coil spring inside the hub, probaly has to be rewound to gain the tension back

OK, GET NEW ROPE AND HANDLE TOGETHER,THE END THAT IS OPPOSITE FROM NEW PULL STRING HANDLE YOU ARE GOING TO USE. CAREFULLY WIND UP ROPE HOUSING NICE AND FIRM JUST BY WINDING IT UP WITH HAND IN AS IT SITS IN TOP COVER. WHEN YOU THINK IT HAS ENOUGH TO PULL ROPE IN FEED END OF ROPE IN HOLE AND IN CHANNEL OF ROPE HOUSING,THERE IS A SMALL HOLE TO LINE IT UP WITH,WHEN SEE THE ROPE END FEED IT THROUGH THAT HOLE NOW. MAKE TAKE ANOTHER SET OF HANDS OR A WEDGE TO STOP RETRACTING OF SPRING. PULL ROPE THROUGH AND TIE A DOUBLE KNOT AT END SO IT WONT PULL THROUGH. SLOWLY LET IT PULL ROPE IN,THEN PULL ROPE BY HANDLE FULL LENGTH TO ENSURE ALL KINKS ARE OUT AND IT PULLS BACK IN LIKE IT SHOULD.
