wrong hoses connected to the carby
one hose is for suction and has a filter on the end , the other is return
pointing down the hose is out of the fuel
pointing up it is back in the fuel
I just bought a used bx-90 bandit and it runs
Just replace the fuel lines they become hard and shrink allowing leakage. If your tank is like upper the part number is HM-0745499 or like lower part number HM-UP03825 or you can take to local small engine dealer and he will probably change cheaper than you can buy.

if you take apart the carburator youll see a screen under the plate on one side once together turn the mixture screws in all the way till you feel it seat or tighten then back out each screw 1 to 1 and 1/2 turns then start the engine the key is to get it to idle once it idles turn the mixture screw the low side it will say l or h below the screw turn it in which clockwise till it runs smooth then back out slightly till it just starts to miss then rev up the throttle and adjust the high side which is towards the filter turn the mixture screw in till it revs to the highest point which I call the sweet spot your pretty close to what you need
Homelite yard broom dies when it heats up
check for blockage in the air intakes, intake and out put. if you have one with a filter check it to make sure its not clogged. Over heating starts when a vent is clogged or the blower mover needs oiling. do all work with blower unpluged.
I have a homelite leaf blower model ut08544 that will not start
If a small engine wont start its usually one of two problems, its not getting gas, or its not getting spark. easy way to find out if its getting a spark is to remove the plug, put it back back in the connector and just let it hang down while you try to start it. you should see a bright blue spark, if you dont try changing the spark plug. if its getting a spark come back on this site and i'll help you trouble shoot it.
Blower won't start
I would start off by cleaning the carb. Sounds like it's all gunked up. Is it old? Sounds like it needs a full tuneup. Change the plug, put some fresh gas/oil in there, and clean that carb out with cab fluid.
