SOURCE: the tape is locked, check
This is usually caused by a defective component in the tape detection circuitry and can usually be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired qualified service technician. This is due to the fact that the safety tab on the tape is not present or is switched to lock . This is to prevent accidental recording on the tape. However if you had tried with a new tape and the fault seems to come then the fault can be that the trigger switch on this detector circuit is shorted or is accidently pressed to be ON. You can remove the tape cover and check this switch , if not there is fault on the controller section .
