Check for a clogged air filter.Try starting it without the air filter installed. Check for loose wires to the spark plug and ground. I am assuming there is gas in the tank, but does it get to the carb? Check the gas line, is it blocked? Is the carb leaking?

Needle and seat not functioning ... float stuck or trash in needle and seat of carb.

The oil is contaminated with water. Change oil and filter, if it has one.
