The washing powder will not flush out well with my Kelvinator Quarttro dish washer even though the water is up to a resonable level and of course the dishes won't wash well.
Start by buying a box of brand name dishwasher powder like Electrosol or Cascade. Use only it, not a cheap generic powder.
Please post back here with the results of this step and we can take the next step if needed. But I bet the step above will take care of your main problem.

If you open the door immediately after the dishes are washed, and before the "dry" cycle, is the water hot enough to have "steam" coming out of the machine? You should be able to feel the heat. If not, perhaps the water is not getting hot enough to dissolve the dishwashing powder. Could you try using a liquid soap once and see what happens? Be blessed.
Particularly if the water supply has a lot of calcium in it (hard water), it is necessary to 'clean' it out regularly.
This is done by buying anticalc powder sachets specificaly designed for washing machines (AND often the same stuff for dishwashers!).
If your machine is not new i.e. a few years old and has not hathe benifit of regular cleaning it will be well worthwhile spending some money on these sachets. What I have done with ours is to swith it off, put a couple of sachets into the drum and then pour in (from a kettle or similar) hot water to dissolve the powder. I have then left it overnight so that the heating element is well soaked and hopefully anti-calc'ed. Run a quick wash to flush it out. It will do no harm and hopefully improve its efficiency- IF the problem is due to poor heating and not something else.
I would start there.
even the water pressure to the washing machine is too high, the machine is tilted forward or a blockage in the soap hose/ draw inner preventing water going down.
hi, The chalky residue would have formed due to the washing liquid or powder used. According to my experience, I am happy with "Amway -Dishwasher liquid".Please try it for washing your dishes. It leaves no residues and even cleans your dishwasher. On continuous usage, you may find the difference. Overall, it cleans your dishes as well as washer simultaneously. Though its a bit expensive, it is worth buying it. please search in "ebay" for your country to get the product. Please rate my solution as helpful. Regards, Venu.
This can be either one of the solenoids in the dispenser has failed, the timer is not sending the signal to let the softener in, or the water is not circulating through the dispenser to flush it through. The water hose to the dispenser will occasionally plug up. Check the hose first, it's the cheapest to unplug it. ;-) Oh, I have seen the wires to the solenoids just simply come unplugged too.
Try filling it up with HOT water and vinegar use about 2 cups for a full load. Also take the hot and cold water hoses off the washer and check the screens for little sand like rocks that can block the water flow. I always use liquid and not the powder. Another thing is not to put the clothes in first. After you try the other things first then try to add the water first with the powder and then put the clothes in. Don't over load the clothes. This can cause the powder not to dissolve either. Hope this helps.
If you have hard water then you might want to get a water softner. And get cascade powder soap, tablespoon to a teaspoon of powder soap is all you need for a whole cycle.
