This set is known for low grade Chinese capacitors in the power supply, most likely if you remove the back you will see some that are bulged at the top and bad, you have 2 choices if you want to fix it yourself, purchase new caps and solder them in or replace the power board, caps are quite cheap if you can solder and have the equipment

Sounds a lot like a thermal effect.
Buy a can (or maybe two) of freeze spray from an electronics supply company; figure on $5-6 per can.
Open the back of your set and look for a board with larger components on it and fewer small parts; this should be the power supply board.
Either enlist a helper or (I prefer) use a mirror so you can see the screen.
When the streak appears, hustle behind the set and spray selectively individual components on that board.
If you can influence the line, repeat the treatment in a smaller area until you are fairly sure which one is temperature sensitive.
If the component is marked with text, record it. If it is color-coded right down the colors starting from the end closest to the first band.
If you don't want to learn a new skill, namely soldering, you could remove the board and bring it to a repair shop and let them know what to replace.
If you don't find anything sensitive on that board, the problem is going to cost more.
You will have to repeat the same procedure using the spray on other boards until you have isolated the trouble area.
If you can't single out a specific component, it will have to be sent to one of those 'factory authorised' repair places since failures of parts on the main board will have to be sorted out and then the board will have to be tested in operation and only that kind of repair facility will have the right hardware to do it.

That model is famous for having issues with the deflection board failing. Replacing the deflection board should solve the issue. You can get replacement deflection board for the ITC222A chassis from www.tvrepairworld.com under the RCA circuit boards catagory.
