Cause of the Code 28 Error A Code 28 error is caused by a missing driver for that particular piece of hardware. There are any number of reasons that a driver might not be installed for a device but your troubleshooting of the problem will be the same no matter the root cause.
Error Code 28 Troubleshooting
  1. Restart your computer if you haven't done so already.

    There is always the slim chance that the Code 28 error you're seeing in Device Manager was caused by a fluke with Device Manager or in your bios. If that's the case, a reboot might fix the Code 28.

You might have to visit your computer or hardware manufactures homepage and download the driver for the device.

The drivers for this device are not installed. (Code 28)What's your problem?

Do as the screen suggests and click on Reinstall Driver. This will instantly begin the on screen wizard to reinstall the device drivers. Answer any questions correctly for the prompts that come up on your screen and allow the installation to complete. Try to access the device that caused the error message and see if the message shows up on your screen again. In other words, a Code 10 error can sometimes be a very generic message indicating some kind of unspecified driver or hardware problem. Uninstalling and then reinstalling the drivers for the device is a likely solution to a Code 10 error. If reinstalling driver is not working than try to rollback the driver or restore the system on previous date..

Code 39 means there is problem loading the driver, so make sure you have the right drivers and install them.
Might be best to uninstall the current drivers and the reinstall the new drivers.

Canon CanoScan LiDE 25 Flatbed code 39

Did the message say:
"Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)"

Download the Delete driver application from Canon's website and run it. After deleting this and rebooting, try installing again.
