Your game will only require the top amount of GHz when the game is running at it's fastest/most things going on, the rest of the time it will probably tick along nicely and you'll play quite happily but you will get lag or a stoppage at some point....see how it goes..?
If its a free download or you already have the sim, then try it, otherwise if you must fork out your hard-earned cash, probably not advisable.
The 'need for speed', or higher CPU clock-speed, is to allow the sound, video frames, rendering and algorithm calculations to all run smoothly in sync.

Intel Pentium Dual Core and Intel Celeron Dual Core are both Intel Core Dual processors.
The performance rate is mesured compared to a single core processor so your 2.2GHz dual core will do the same amount of work as a 4.95GHz single core.
