Check the phone settings....or if that phone is fixed telephony network check the operator settings(make a call to the "customer service"and ask what happens?

Next time you have an incoming call:
-Leave the handset down (do not answer the call).
-Press the 'transfer' button to scroll through the different displays until the caller ID is shown.
-Lift the handset to answer the call.
-The next time you have an incoming call it should show the caller ID.
Caller ID information is sent after the first full ring. If the call is answered too soon, the caller ID information may not have been sent yet. Some of the many and varied networks do not send caller ID information. In this case you may notice that caller ID is missing only on calls from certain callers. Occasionally bad data is sent, causing your phone to reject it.
Caller ID indicator is probably a new call notification. You should be able to review the incoming calls list even if you do not have caller ID to stop the light from flashing.
