Washer filled and then did nothing. I baled the water out then, then set to lowest water level. Washer filled then, nothing.

SOME OF THESE MACHINES HAVE TWO PRESSURE SWITCHES IN THEM, ONE FOR THE MAIN WASH WATER LEVEL AND ONE FOR THE RINSE WATER LEVEL. CHECK FOR A PLUGGED AIR PRESSURE HOSE FIRST AND THEN CHECK THE PRESSURE SWITCHES.

That is because the water level switch get stuck when water level reaches that particular point.
The water level switch is activated either by a floater sensor or by a membrane sensor that detects water pressure/volume, depending on the model.
On washing machines it is usually a membrane switch, and that is faulty on your machine.

This problem is commonly attributed to a lid switch malfunction. The lid switch is mounted under the washer top casing, on the right hand side on most top load models. It is activated by a plastic piece on the lid (called a "Lid Strike") through a small hole on the rim of the wash tub opening. In many cases the lid strike breaks off the lid, or the lid switch becomes loose and no longer makes contact. Inspect the lid to make sure the lid strike is still intact, and then inspect the mounting screws (adjacent to the small opening on the wash tub rim) and make sure they are snug.
A replacement lid switch can be purchased on line at appliancepartspros.com for about $25. The part number is 3949238. Just use the "Search by Model Number" feature when you go to the site. If you do not wish to order on line, take the part number provided to your nearest appliance parts retailer. This is a very common part that they should have in their inventory.
