What makes you think there is a relay to be found? I have yet to encounter a heater blower circuit that includes a relay, though some vehicles do have an ignition relay - that closes when the ignition is switched on and energises several circuits.
Check for power on the small purple wire at the starter with the key in the crank position. If here is no power you will need to trace that circuit to see if its the neutral safety switch, ignition switch, or wiring in between.
Had the same issue with our 1999 chevy astro van, would crank but would not start. It had been raining and windshield had a leak, after 2 days of no rain it started. Pulled codes and was the Security system in the ignition switch. Hope this helps.
their is the locking ring , you must push it down and take the small snap ring off of the shaft . then the blinker switch, e flasher.their is one screw holding thecylender switch in .
So did you find the problem.? the wiring diagrams are hard to read, but the injectors are powered by fuse INJ A 10 amp or ECM 1 10 amp. They get power FROM the ignition switch.
