Is the light supposed to stay on? I just got started with a wireless keyboard and mouse and it looks like the laser light on the mouse stays lit all the time? Is that normal? How often will I have to...

Yes it is normal for the laser light to be on all the time.
And you will change your battery depending on its durability.
So when the mouse or keyboard stops working then you should know its time to change your battery.

No laser

You shouldn't be able to see the laser, it wont glow like a optical mouse will. there should be buttons on the mouse and receiver that will connect the 2 devices and make them work together try pressing each for 5 seconds.
