How do i get the short cut buttons to work

Click the link to download the Manual and Drivers for the Microsoft Wireless Laser Desktop 4000.
The top row functions (Help, Undo, Redo, etc.) are on the same keys as F1, F2, etc. You toggle them with the "F Lock" button on the top right of the keyboard.
All the "extra" buttons will need the proper device driver to function entirely.

Cursor is a "box that magnifies"
It sounds as though you have turned on the magnifier accidentally. Go to the start button,than all programs,accessories,accessability, then click on magnifier. That should turn it back off.

Mouse not responding to commands properly

Turn the mouse over and find the small
rest/connect button on the bottom of the mouse and press it.
This should connect the mouse to the receiver and work properly.
If not, try pressing the receiver button and then press the button on
the mouse. This should be done whenever you change batteries or
glitch.

Key board 4000 not working,
Try using CTRL, ALT, DELETE. It sounds like you may have locked your keyboard by accident. Once you hit CTRL, ALT, DELETE, it will bring up the log in page. Simply enter your password, if any, and you should be good togo.

MY KEYBOARD STOP WORKING, I REPLACE THE BATTERIES
Things to consider... how old is it?
Have you updated software on your computer lately, something major like windows, not the small stuff.
Also, found cell phones and other electronic things in close proximity will do a trick on them too.
Clear the area and try again

Where can I find users manual for MS Wireless
I found what I wanted by navigating as follows:
Control Panel -> Devices and Printers -> Wireless Comfort Keyboard -> Configure My Keyboard -> Keyboard Properties -> Key settings.

My microsoft wireless comfort keyboard
I know your question is a little old, but I just came across it after locating what Microsoft has listed for a manual. It's probably not going to be to helpful since it's more like a quick start guide, but here's what I found.
The only thing that resembles a manual that I could find is here. Looks like more of a quick start guide. On Microsoft's page I could only find reference to the combo on their Korean site.
I was able to find the manual there, which is the same that is listed above. The only other thing that appears to be useful is the data sheet which can be viewed here.

How to know the Cap Lock is on or off for my
I don't have one of these keyboards, but there is usually a small led built into the caps lock key to indicate the lock is on, Push the caps lock key, and observe if any leds are changing state. If they are, it's the indicator led.
Otherwise, you will have to open Wordpad and type...to see the state of the key. It's possible the led isn't working, so check it's state in Wordpad.
